Gov. Jay Inslee today named Lisa van der Lugt director of the Office of Minority and Women Business Enterprises. She replaces Teresa Berntsen, who was recently named director of Department of Licensing.
van der Lugt is currently the director of the Commission on Hispanic Affairs where she implemented a new strategic approach to expand community and legislative efforts, while strengthening relationships with state agencies, local governments and the private sector.

“Lisa has led the Commission’s work on education, immigration, law enforcement and equity, diversity and inclusion. Her extensive experience in government and community engagement make her a natural fit for OMWBE,” Inslee said. “As she grew up in a family that ran a small business, she understands the challenges and opportunities that businesses face. I thank Teresa for all her work at OMWBE and I know that Lisa will build on the great work happening there.”
The Office of Minority and Women Business Enterprises works to eliminate barriers and increase contracting opportunities for small minority and woman owned businesses. OMWBE brings together agencies, higher educational institutions, contractors, and minority and woman small business owners.
Prior to joining the commission, van der Lugt served as manager of the state efficiency and environmental performance program at the Department of Enterprise Services. Her extensive experience in state government includes directing special projects for Results Washington, serving as special assistant to Inslee and working as federal and small business liaison at the Employment Security Department. van der Lugt also served as chief of staff to Melinda Gates at the Bill and Melinda Gates Foundation and worked for Inslee when he was a member of Congress.
van der Lugt attended Central Washington University and is active in alumni activities. She serves on the Washington State Business Diversity Subcabinet for Inslee, the Washington State Adult Education Advisory Council and the Washington State Minority and Justice Commission. She is an adviser to the Latino Leadership Network for Washington state employees.
Her appointment begins in July.
