The State Auditor’s Office released 26 audits this week and identified significant deficiencies at two organizations, the Okanogan County Brewster Housing Authority and Clark County Fire Protection District No. 5.
The Brewster Housing Authority deficiencies were particularly bad. The Housing Authority contracts with the Housing Authority of Chelan County and the city of Wenatchee to manage Vista Park Homes. However, during the audit period the Brewster Housing Authority violated its own bylaws by failing to maintain a five member governing Board. “This lack of oversight results in the Housing Authority being in noncompliance with state law, at risk for loss of public resources without being prevented or detected in a timely manner, if at all, and financially unprepared for potential tax liabilities or penalties and shortfalls in operating costs.”
The Clark County Fire Prevention District discrepancy turned on a legal disagreement over proper utilization of training funds. “Since the Training Center is engaging in unallowable activities, the use of public dollars is not appropriate.”
